Kateryna Chernohorenko is the architect of Ukraine’s digital transformation, the driver behind the creation of Ukrainian Space Policy Directorate, and the former Deputy Minister of Defence of Ukraine (2023-2025). During her government tenure, Kateryna Chernohorenko spearheaded systemic reforms that fortified Ukraine’s institutions, moved the needle on the defence sector’s digital transformation, and redefined modern warfare. In 2024, Chernohorenko launched Reserve+, a mobile app that digitised military records and integrated recruitment functionality, currently used by over six million reservists and conscripts. Later that year, Kateryna Chernohorenko launched Army+, a dedicated one-stop-shop mobile app for active military personnel featuring e-reports, training courses, surveys, discount programs, and cross-unit transfer functionality that drastically reduced bureaucracy within the Armed Forces. During her time in the Ministry of Defence, Chernohorenko also oversaw the scaling of DELTA, a Ukrainian battlefield management and situational awareness system presently operated by 90% of the Armed Forces’ units. The system was officially certified by NATO in 2024 and utilised during the NATO REPMUS 2025 exercises. On top of that, she integrated the Avengers AI platform into the Vezha video-analysis module, enabling automated detection of enemy equipment from drone and surveillance footage, reaching a 70% accuracy in about 2.2 seconds. In early 2024, Kateryna Chernohorenko led the Drone coalition, amassing support from 18 countries and mobilising over €2 billion in military aid. She is also responsible for establishing the Cyber Incident Response Center, securing 24/7 monitoring of Ukrainian cyberspace, preventing data breaches, and ensuring the country’s digital resilience.
